Prof. Victor Andres C. Manhit

Prof. Victor Andres “Dindo” C. Manhit is the Founder and Managing Director of the Stratbase Group and President of its policy think-tank, Albert del Rosario Institute for Strategic and International Studies or the ADRi.

For more than a decade, Prof. Manhit and the Stratbase team have been developing innovative and disruptive political and legislative strategies that position clients for success. A well-regarded strategist, he has built winning public affairs campaigns integrating message development, public relations, and the mobilization of grassroots support. With his extensive experience, he helps clients understand the interplay between business and government, and the impact of legislative, regulatory, and electoral outcomes on their business strategies. He also provides top-level strategic analysis and thought leadership on global issues in the Philippines.

Concurrently, he is Philippine Country Head of the renowned BowerGroupAsia (BGA), formerly known as BrooksBowerAsia. BGA has an unmatched expertise and experience in helping clients develop strategic expansion initiatives in the Asia Pacific Region.

He was a former Chair and recently retired Associate Professor of the Political Science Department of De La Salle University. He has authored numerous commentaries and papers on geopolitical issues, governance and political reforms. Today, he regularly contributes articles and columns to leading newspapers Philippine Daily Inquirer and BusinessWorld.

He obtained his Master’s Degree in Public Administration and Bachelor’s Degree in Philippine Studies (major in Political Science and History) from the University of the Philippines. A member of Phi Gamma Mu International Honors’ Society Beta Chapter, he specializes in Strategic Studies and Management, Legislative Research, and Public Policy Analysis.

His research interest and field of specialization had led him to pursue active involvement in legislation, bureaucratic work, and civil society advocacy. Among the government positions he held include Undersecretary for External Affairs and Special Concerns of the Department of Education, Culture and Sports and Deputy Secretary for Administration and Financial Services of the Philippine Senate. Meanwhile, his legislative experience encompasses the 8th, the 9th, 10th and the 12th Congress as the Chief of Staff of the late Former Senate President Edgardo Angara and senior policy research adviser in key senate committees, such as Education, Agriculture, Economic Affairs, Social Justice and Electoral Reforms, and Constitutional Amendments and Revision of Laws. Since 1987, he has been involved in all national elections in different capacities, from policy consultancy to campaign strategy.

After his stint in government, he became involved with many different consortiums and networks of civil society groups. His civil society agenda range from governance reform to environment stewardship, as Lead Convenor of citizen-led initiative Democracy Watch and Convenor of pro-industry group Philippine Business for Environmental Stewardship or PBEST, respectively.

Dr. Anthony C. Leachon, M.D.

Dr. Anthony “Tony” C. Leachon is a Filipino physician – leader, preventive health education and health reform advocate. Dr. Leachon graduated from UST (University of Santo Tomas) Faculty of Medicine and Surgery in 1985 and was one of the PRC Medical Board topnotchers in June 1986. He practices medicine as an internist and cardiologist at Manila Doctors Hospital.

Dr. Donald Patrick Lim

Dr. Donald Patrick Lim is the Chief Operating Officer of DITO CME, and the Chief Innovation Officer of the Udenna Corporation. Prior to his current role, he has served in various leadership capacities in the media, advertising, and digital spaces, having been the Country CEO of Dentsu Aegis Philippines, Chief Digital Officer of ABS-CBN Corporation, Managing Director of MRM Manila, and CEO of Yehey Corporation and Media Contacts Manila.

Dr. Donald is a true student of management, being a product of the management program of the Ateneo de Manila University, finishing his MBA with distinction from Murdoch University, and then moved on to finished his Doctor in Business Administration from the University of Phoenix. Apart from these, Donald also has a diploma in Interior Decorating, a Diploma in Executive Management, and a Diploma in Hotel and Restaurant Management. Finally, Donald has finished Pelmanism from the Pelman Institute in Sydney, Australia. Currently, Dr. Donald teaches eMarketing at the graduate school of De La Salle University and the IMC program at the University of Asia and the Pacific, and Advanced Marketing and Advanced Strategic Management for the doctoral program at San Beda University.
He was also an adjust professor in the Asian Institute of Management and Bradford University.

Aside from his full time job now with Udenna, he oversees twelve other businesses of his own, and also does management consulting for up and coming brands and businesses. Dr. Donald is one of the only 24 Certified Professional Marketers in the country, and one of the first in the Philippines to be awarded the Certified Entrepreneur title by the Canadian Institute of Entrepreneurship. He used to sit as part of the technical panel of the Commission of Higher Education, and has also been awarded the Dr. Bienvenido R. Tantoco Sr. Professorial Chair in Marketing by the Jose Rizal University.

Considered one of the founding fathers of digital marketing in the Philippines, Donald has been awarded by various institutions and organizations, his most recent being awarded the The Outstanding Young Men (TOYM) Award for Community Building in Digital Media. He is the first awardee of the Agora Award for Marketing Communications by the Philippine Marketing Association, a 2015 Young Global Leader conferred by the World Economic Forum, and the only Filipino to receive the DMN 40 under 40 awarded in New York. On top of these, he was conferred Digital Marketer of the Year at the Asian Leadership Awards in Dubai, UAE by the Asian Confederation of Business, the Young Market Masters Award in Online Marketing by Mansmith and Fielders, and is the first recipient of the Digital Leader of the Future award conferred at the World Brand Congress in Mumbai, India.

He is the youngest to serve as President of the Philippine Marketing Association, the biggest gathering of marketing professionals in the Philippines. He is the founding president of the Internet and Mobile Marketing Association of the Philippines.
He sat as a board of Governors of the Management Association of the Philippines, and was a past board of director of the Manila Junior Chamber. Finally, Dr. Donald served as a board of Trustee of Operation Smile, a non-profit, volunteer service organization that provides free reconstructive facial surgery for children with cleft lips, and a board of trustee for the World WildLife Fund Philippines.

Mr. Earl Joseph M. Borgoña

Earl is part of the Advisory Board of BlackStrait. He also serves as the Dean of the Institute of Accounts, Business and Finance of Far Eastern University. He also served as the Vice President for Operations of Abra Valley Colleges Inc., Earl is a former Investment Consultant for Commodities Trading at Kingly Commodities and Multi Resources & Futures Trading Inc., and he also served as the Senior Management Services Officer of Breadtalk Philippines Inc. Prior to this role he also served as the Associate Manager for Research Development and Management Audit Department of Philippine Amusement & Gaming Corporation and was a former Auditor for Carlos J. Valdes & Co.

Earl earned a BSBA in Major in Accounting from Philippine School of Business Administration and MBA degree at the Graduate School of Business at De La Salle University - Manila. Earl obtained his Law degree at the College of Law of AVC.

Hon. Lyn I. Javier

Lyn I. Javier is the Managing Director of Supervisory Policy Sub-Sector (SPSS) under the Financial Supervision Sector of the Bangko Sentral ng Pilipinas, which is the policy and data arm of the BSP.

Ms. Javier represents the BSP in the Basel Consultative Group and has been part of international working groups such as the Technical Working Group on the Basel Committee Core Principles for Effective Banking Supervision and in one of the Regulatory Consistency Assessment Program Assessment teams.

Ms. Javier also represents the BSP in the accounting and auditing standards setting bodies in the Philippines.

Mr. Allan W. Ocho

Allan is a CPA, Certified Information Systems Auditor, Certified Information Security Manager, Certified in Risk and Information Systems Control, ITIL v3 Certified and ISO27001 Lead Auditor. He leads IT audit and advisory engagements with focus on financial audit IT integration, application controls and security, service organization controls reporting, project risk management and data analytics. His clients include companies in the airline, banking, telecommunications, education, retail and manufacturing industries.

He is one of the Board of Trustees and the Vice President of the ISACA Manila Chapter, a professional organization for IT security, assurance and governance professionals. He is also a member of the Philippine Institute of Certified Public Accountants (PICPA) and the Project Management Institute.

Allan earned his Master in Business Administration degree from the Asian Institute of Management. He graduated magna cum laude from Holy Name University with a Bachelor of Science in Accountancy degree. He placed 13th in the October 1996 CPA Board examinations.

Mr. Solomon Anastacio

Almost 30 years of Information Technology -related experience in an Electric Utility company. With expertise on IT Governance, IT Systems Management and Administration, IT Project Management, Information Security Management, IT Auditing and Information Risk Management.

Sol had experience on wide range of Information Technology products and technologies: from Mainframe, Unix, Windows environments, Data Networking, Information Security and Cybersecurity.

He had in-depth knowledge on several IT-related frameworks and standards such as COBIT (IT Governance), ISO 27001 (information Security Management System), ISO 31000 (Risk Management), IT Infrastructure Library (ITIL), Project Management Book of Knowledge (PMBOK), ISO 22301 (Business Continuity Management System) among others.

He is a resource person and speaker for several courses covering IT, IT Governance and Management, IT Operations, IT Auditing, Information Security and CyberSecurity, IT Risk Management and IT Project Management.

He is a graduate of BS Computer Science from University of the Philippines Los Banos (UPLB). And holder of internationally renowned IT related designations: the Certified Information Systems Auditor (CISA) and Certified Information Security Manager (CISM) from ISACA. Certified ISO 22301 (BCMS) Lead Implementer and Certified ISO 31000 Risk Manager, both from PECB.
