Francis is a tax partner at the Global Compliance & Reporting Group/Tax Division of Sycip Gorres Velayo & Co. (SGV & Co.) (A Member Firm of Ernst and Young Global Limited). He passed the 1998 Philippine Certified Public Accountants (CPA) licensure examinations and joined SGV in the same year.
His areas of experience includes tax compliance and tax planning of companies in different industries such as real estate and construction, services, hospitality, life sciences, manufacturing, retail and distribution, media and entertainment, information technology, business process outsourcing, and semiconductor companies and entities registered and enjoying incentives from the Philippine Board of Investments (BOI) and Philippine Economic Zone Authority (PEZA). Francis holds a Master in Business Administration (MBA) from the University of the Philippines (UP) – Diliman College of Business Administration. He also completed the Management Development Program of the Asian Institute of Management (AIM) in 2007. He earned his bachelor's degree in Accountancy, magna cum laude, from the Pamantasan ng Lungsod ng Maynila (PLM) where he was an SGV scholar. In 2017, he was awarded as one of the Outstanding Alumni of PLM.
He is a regular lecturer of basic tax concepts and updates of SGV Tax Basic Seminars (TaxBaSe) and PICPA Tax Seminars. His teaching experience includes a stint at the Institute of Accounts, Business and Finance of the Far Eastern University (FEU) – Manila in 2007-2008 and at the College of Accountancy and Economics of PLM in 2008-2015. He is presently teaching tax review course at FEU Makati.
Francis is an active member of professional groups. In FY 2018-2019, he was elected the National Sectoral Representative (Public Practice) and a member of the National Board of Directors of the Philippine Institute of Certified Public Accountants (PICPA).
He served as Regional Sectoral Representative for Public Practice (Metro Manila Region), Chairman of Faculty/Students Development and Student Participation Committee of PICPA National Office for Fiscal Year (FY) 2017-2018 and President of PICPA Eastern Metro Manila Chapter for FY 2012-13. In 2010, he was awarded the PICPA Young Achiever Award in Public Practice for his inestimable involvement in various professional development activities of PICPA.
He is also a member of the National Association of CPAs in Education (NACPAE), the Association of CPAs in Commerce and Industry (ACPACI) and the Philippine Association of Management Accountants (PAMA).
