PICPA Camarines Sur Chapter

The Philippine Institute of Certified Public Accountants (CPAs) or PICPA is a non-stock, non-profit organization duly recognized and accredited by the Professional Regulation Commission (PRC) as the Accredited Integrated Professional Organization (AIPO) for Accountancy in the Philippines.

In 1929, PICPA’s founders have set forth the institute’s noble objectives: (1) To promote and maintain high professional and ethical standards among accountants; (2) To advance the science of accounting; (3) To develop and improve accountancy education; (4) To encourage cordial relations among accountants; and (5) To protect the Certificate of Certified Public Accountants granted by the Republic of the Philippines.

In 1973, PICPA received from then PRC Chair Eric Nubla, Certificate of Accreditation No. 6, a distinction that recognized the Institute as the first bona fide and accredited professional organization (APO) of CPAs. In 1988, with PICPA’s compliance to PRC Resolution No. 106 and to its amending Resolution No. 142 both of which carried out the Integration of the Accountancy Profession, PICPA was subsequently pronounced integrated, thus elevated to its AIPO status.

In September 1996, the Securities and Exchange Commission (SEC) approved the amendments of PICPA’s Articles of Incorporation extending its corporate life for another fifty (50) years. Moreover, in accordance with the Republic Act No. 9298 otherwise known as the Accountancy Act of 2004, PICPA amended its By-Laws and changed its organizational structure to formally recognize and give focus to the four sectors of the accountancy profession: Commerce and Industry, Public Practice, Government and Education; as well as to the four geographical groupings: Luzon, Visayas, Mindanao and the National Capital Region (NCR).

Awarded five times as PRC’s Most Outstanding APO in 1995, 2005, 2012, 2013 and in 2018, PICPA certainly stands tall in the professional arena, both in the local and in the international front.

BOA UPDATES AND THE CURRENT TRENDS IN THE ACCOUNTANCY PROFESSION__
The program is about the awareness on updates on the Board of Accountancy in relation to the accountancy program and the effects in the accountancy profession.

HON. NOE G. QUINANOLA
He is a Certified Public Accountant, an Industrial Engineer and an Environmental Planner. He also finished his doctoral degree leading to Doctor of Philosophy in Business Administration and was conferred as Diplomate in Business Education by the Philippine Council of Deans and Educators in Business. He is a complete CPA who have had a little over four decades of professional experience and accomplishments. His Professional journey started in public practice when he joined SyCip Gorres Velayo & Co. (SGV & Co.) - Cebu Branch as staff auditor. After SGV & Co., he shifted to Commerce and Industry as an Accountant at Eltra Asia/Pacific, Inc., an American company operating at Mactan Export Processing Zone. Motivated to pursue studies in Industrial Engineering as a company scholar, he finished his Engineering degree, and then went to Saudi Arabia and joined Sea-Land Service, Inc. where he served as Area Accountant. After four years, he came back to the Philippines and joined United Technologies Automotive Philippines, Inc. as Materials Manager. Two years later, he was promoted to the position of Plant Manager, which position he held for nine years. Thereafter, he decided to form his own consultancy firm, Quiñanola Consulting, which offered consultancy services in the areas of Accounting, Finance, and Industrial Engineering. As an academic, he taught part-time at the University of San Jose - Recoletos (USJ-R) after passing the CPA Licensure Exam at 19th place. This paved the way for his entry into the academe. At a later stage, he was designated as Director of the CPA Review Center, Comptroller and Graduate School Professor at USJ-R. Afterwards, he joined Southwestern University as President. In August 2018, President Rodrigo Roa Duterte appointed him as Chairperson of the Professional Regulatory Board of Accountancy. This completed his journey in the four areas of accountancy practice as he had been in public practice, commerce and industry, education and now in the government.

Atty Edward is currently the Regional Hearing / Legal Officer of the Professional Regulation Commission in Region V. He is both a lawyer and a Certified Public Accountant. He has been with the BIR as Revenue Officer 3 and Assistant Chief of the Legal Division. He is also practicing lawyer and professor of both law and accounting.
