Dr, Noe Quiñanola is the present Professional Regulatory Commission Board of Accountancy (BoA) Chairman.

He graduated from the University of San Jose - Recoletos in Cebu City under the programs Bachelor of Science in Commerce major in Accounting (BSC), Bachelor of Science in Industrial Engineering (BSIE), Bachelor of Laws (LlB) and Master in Management (MM).
He is also a Doctor of Philosophy in Business Administration (PhD - BA) from the University of San Carlos. He received his Certificate of Business Economics from the University of Asia and the Pacific (UA&P).

He was Managing Partner of N. G. Quiñanola & Co., CPAs. He is the Managing Consultant, of Quiñanola Consulting and is also the President of the Southwestern University in Cebu City. He is the Comptroller, Director of the CPA Review Center and a Graduate School Professor at the University of San Jose Recoletos in Cebu.

Earlier in his career, he was a Staff Auditor in Sycip, Gorres, Velayo & Co., (SGV) CPAs. He has also served as an Accountant at Sea-Land Service, Inc. and as a Plant Manager at the Lear Automotive Philippines, Inc.

Boboy is a Certified Public Accountant and Certified Process Management Professional. He possesses 20 years of experience in auditing, consulting and C-level roles with full involvement in the formulation of enterprise-wide vision, strategy, and goals. His combined experience in auditing, consulting, and C-level roles demonstrate his expertise in business model and organizational design and development, change leadership, digital transformation, and innovation management. Most importantly, his experience showcases his ability to lead in today’s world of disruptive technologies.

His most recent role was Chief Operating Officer of ANZ Global Services and Operations (Manila), Inc., a super-regional Bank in Asia Pacific. He was also with the Deutsche Bank Group for 14 years, where he was General Manager and co-founder of Deutsche Knowledge Services, Pte. Ltd., the bank’s global professional service center based in the Philippines.

Boboy also served as President and Chief Operating Officer of the Philippine Depository Trust Corporation where he conceptualized and launched the Company’s major technology architecture refresh project. He was Executive Vice President of the Philippine Deposit Insurance Corporation for six years. He worked with SGV in both the Audit and Consulting Divisions for nine years.

Boboy was a Lecturer at the John Clements Harvard Business Leadership Program and Ateneo de Manila University Institute of Banking. He has advised on transformation and change management and has dealt with a wide number of clients in various industries.

Caesar is an alumnus of the London Business School Accelerated Development Program, a leadership program for senior executives. He is a Hubert H. Humphrey fellow in Banking at Boston University and holds a diploma in Financial Management at the Maastricht International Institute of Management in the Netherlands. He also completed the (post-graduate) Strategic Business Economics Program at the University of Asia & the Pacific.

Noel Rabaja

Noel is a Partner in the Tax Division of SGV & Co. He has over 20 years of experience in tax compliance and tax advisory services, and currently heads one of the market groups in the Firm. He previously served as Head of Global Compliance and Reporting (GCR) Group and Country Leader for Tax Accounting and Risk Advisory Services (TARAS) in the Philippines.

He handles preparation of annual tax returns, as well as work relating to tax accounting and statutory reporting, for various clients, some of which are undertaken as part of global engagements with multinational clients. He has vast experience in advising clients on the tax implications of transactions, quantification of the related taxes due or tax exposures, conducting due diligence review for tax matters and review of tax assumptions in financial models (e.g., for mergers and acquisitions and tax structuring).

He has gained significant experience in servicing multinational and domestic clients in manufacturing and trading ,energy and utilities, real estate, infrastructure, media and entertainment, telecommunications, mining, airline, and other service industries.
