Lynn Suerte Felipe-Sicangco

The Resource Speaker is a Recognized GPPB-TSO Trainer of R.A. No. 9184 (Procurement Law) and its Implementing Rules and Regulations (IRR), and was in the original batch of trainers. She obtained her Bachelor of Business Administration, Major in Accounting at the University of the East, Manila; Master in Business Administration in Osias Colleges, Tarlac City; Master in National Security Administration (MNSA) at the National Defense College of the Philippines, Camp Aguinaldo, Quezon City. She was commissioned as Lt. Col of the Philippine Army (PA)(Reserve Force),now retired.

Her first job was as a Junior Auditor at Sycip, Gorres, Velayo & Co. at the head office in Ayala Avenue, Makati, where she stayed for one and half years. She was a walk-in applicant at the Commission on Audit(COA) during the time when the institution was professionalizing its personnel. She rose from the ranks and was blessed to have been assigned in the corporate, national and local sector in various regional offices she was assigned. When she was promoted to Director III in 2008, she was assigned at Cluster V-Local Government Sector, Mindanao, having audit jurisdictions in Regions IX, X, XI, XII & XIII- the head office of which was in Region XI- Davao City. She was reassigned as Assistant Regional Director of the Cordillera Administrative Region, and later, she was designated Officer-in-Charge for six months. She was promoted to Director IV in 2012 and in January 2013 was reassigned as Regional Director of COA Region X- Cagayan de Oro City. Later that year, she was transferred back to Luzon, as Regional Director of COA Region I- San Fernando City, La Union. Her last assignment before her compulsory retirement in June 2020 was as Regional Director of COA Region III, San Fernando City, Pampanga. She served COA for 41 years and eight (8) months. She was a lecturer in various seminars/trainings of the COA; and was a member of the SAI-PMF team, who worked on the equivalent of the ISO certification of the COA.

Our RP is an active and sustaining life member (SLM) of the Philippine Institute of Certified Public Accountants and was a Past President (1995) of PICPA-Tarlac Chapter. She is also active in the Government Association of Certified Public Accountants (GACPA), and was a Board of Director, her latest position of which was VP-External (2019-2021).

She was born in Kalibo, Aklan, but now a resident of Tarlac City. She has three children, now all professionals, two of whom are married. She and her family are Born-Again Christians. She loves to write and cook.
